Dr. habil. Denis Solodov, Professor at the University of Warmia and Mazury in Olsztyn

 

An Associate Professor at the Faculty of Law and Administration, University of Warmia and Mazury in Olsztyn, Poland.

His research focuses on legal and institutional decision-making, particularly where public authorities, courts and legal professionals must assess incomplete, uncertain or contested information. My work examines evidence and credibility assessment, judicial control, procedural safeguards, institutional implementation of legal standards, comparative law, human rights, and the impact of digital technologies and artificial intelligence on professional legal judgment. A substantial part of his recent research concerns effective investigative interviewing and the implementation of international standards governing information gathering, procedural fairness and protection against ill-treatment. Since 2023, representing Poland on the Management Committee of COST Action CA22128, Establishing Networks to Implement the Principles on Effective Interviewing for Investigations (IMPLEMENDEZ).

His recent comparative work includes Polish-Lithuanian and broader European research on legal safeguards, institutional practice, accountability and implementation of international and EU standards. I am particularly interested in how legal rules, evidentiary uncertainty, institutional structures and technological systems interact in shaping discretionary decision-making.

Supervised four completed doctoral dissertations and serve on the Editorial Board of Studia Prawnoustrojowe, where he has been Editorial Secretary since the end of 2022.

Current research interests: administrative and legal discretion; migration governance; legal decision-making under uncertainty; evidence and credibility; judicial review; human rights; comparative law; investigative interviewing; digital governance; AI-supported legal decision-making.
