Hasło budowy "IV RP" stało się na tyle ważnym elementem polskiej rzeczywistości politycznej, że trudno było uniknąć dyskusji nad tym problemem zwłaszcza w środowisku osób zajmujących się studiowaniem politologii. Ta idea stała się hasłem III Studenckiego Forum Naukowego zorganizowanego przez Koło Naukowe Politologów UWM pod patronatem Rektora prof. dr. hab. Ryszarda Góreckiego oraz Dyrektora Instytutu Nauk Politycznych prof. UWM dr. hab. Arkadiusza Żukowskiego.
Książka jest zbiorem referatów wygłoszonych przez prelegentów-studentów oraz pracowników INP, którzy prowadzili dyskusje w panelach.

Publikacja powstała w ramach realizacji projektu badawczego pt. "Polska wobec obwodu kaliningradzkiego w warunkach przemian europejskiego ładu politycznego" - kierownik tematu dr hab. Arkadiusz Żukowski, prof. UWM.
Nasz Instytut jako jeden z niewielu w Polsce podjął trud kompleksowego zbadania rzeczywistości społeczno-politycznej Obwodu Kaliningradzkiego FR, jego geopolitycznej roli w Europie i kontaktów z Polską. Problematyka Obwodu od kilkunastu lat przykuwa uwagę nie tylko mediów, ale coraz częściej stanowi przedmiot badań naukowych w wielu ośrodkach w Polsce.
Niniejsze opracowanie ma przede wszystkim charakter analityczno-syntetyczny i dokumentujący, zarówno zainteresowania badawcze Obwodem Kaliningradzkim FR w Polsce, jak również poziom kontaktów politycznych z tą enklawą. Jest to pierwsza w kraju monografia naukowa dotycząca problematyki kontaktów Polski z Obwodem w odniesieniu zarówno do przeszłości, jak i współczesności, a także ukazania ich perspektyw. Nowością są również zawarte w niej: Kalendarium oraz Bibliografia zawierająca spis publikacji polskich autorów nt. Obwodu wydanych w Polsce i na wiecie oraz autorów zagranicznych z Polsce.

"The Political Science Forum" is a series (ISSN 1734-1698) publishing by Institute of Political Science UWM in Olsztyn.
The intention of the editor of the series and editors board "The Political Science Forum" is to be the voice of Olsztyn's political scientists and cooperating in research on modern scientific discourse, including the current, the problems of the world. The intention is to address these problems, which are not perceived or not taken into account by the mass media.

The "Studies of Political Science" series (ISSN 1731-2299) is meant to present the outcomes of conferences, symposia, and panel meetings organised by the INP, as well as the results of research undertaken both individually and co-operatively by the Institute staff members and academics from other centres around the country and from abroad. Designed to accomplish both scientific and didactic aims, the series is addressed not only to the scientific circles but also to students. The volumes of the series are to constitute an important complement of the handbook knowledge acquired by students of political science and international relations, as well as students of other related fields of study. Most importantly, the series is intended as a forum for academic discussion of the current challenges and dangers in the contemporary world.
